Seaside LNG: Past, Present and Future

Seaside LNG was established to meet the growing supply needs for LNG for a wide range of industries including maritime transportation and aerospace. The company is focused on safely delivering LNG, a clean, domestically sourced fuel to end users utilizing assets throughout the coastal United States.

Seaside builds and invests in infrastructure and assets both marine and on land in order to establish new logistics paths for the rapidly growing LNG fuel demand across the U.S.

Seaside LNG is the only platform with integrated shoreside liquefication, LNG storage, and Jones Act compliant bunkering capabilities in North America.

Leadership Team

Timothy Casey, Chief Executive Officer

Timothy Casey, CEO of Seaside LNG leads his team with over 40 years of experience in the marine and energy industries. Tim served as CEO and SVP of LNG for NorthStar Midstream, concentrating his efforts on the construction and operation of the JAX LNG plant, and the development of Polaris New Energy’s Jones Act marine transportation fleet. In 2013 he joined Kinder Morgan as VP of Business Development developing the entrance into the Jones Act Tanker market and in the formation of the most modern fleet of MR Tankers in the U.S. In the preceding 12 years, Tim led the K-Sea Transportation Partners as CEO, and President building the largest Jones Act coastwise tank barge fleet in the U.S., operating on every coast, as well as the largest ship bunkering service in NY Harbor. Tim began his professional journey with Zapata Gulf Marine in 1982, making his way up the corporate ladder and afterwards joining K-Sea’s predecessor in 1988.
Tim earned a Bachelor of Arts degree in Finance from Texas A&M and a MS in Transportation from SUNY, Maritime College. Over the years, Tim performed duties as a board member for K-Sea, NorthStar, and as a Chairman of American Waterways Operators. He is currently serving as a board member and Treasurer of The Seamen's Church Institute.

Thomas Sullivan, Chief Operations Officer

Thomas Sullivan serves as our COO. He is responsible for oversight of Seaside LNG’s various business operations. Tom focuses on safety, quality, efficiency, and exceptional customer service. His unique operational background combines 14 years sailing as a licensed deck officer with 30 years’ experience as a senior business executive. Prior to Seaside LNG, Tom’s career consisted of overseeing the construction and operation of Northstar Midstream marine vessels, pipelines, rail terminal, and a diesel export facility and K-Sea Transportation’s US fleet of tugs and barges. Tom was instrumental in the accomplishment of K-Sea becoming the first U.S. flag tug and barge operator to achieve ABS HSQE certification, meeting the standards of the ISM Code, ISO 9001, ISO 14001, OHSAS 18001 and the AWO Responsible Carrier Program.
Tom is a graduate of SUNY Maritime College, a member of the American Bureau of Shipping and recipient of the Virginia House of Hope Award and the Fort Schuyler Admiral’s Award for Outstanding Service.

Jay Huffman, General Counsel

Jay Huffman serves as General Counsel and brings over 18 years of maritime law, commercial transaction and energy legal experience to the Seaside team. He joined Seaside after holding key leadership roles at Phillips 66 and over a decade at a regional and nationally recognized Admiralty and Maritime law firms. His deep legal insight and industry knowledge is a key component to Seaside’s growth and development. Jay’s dedication to strategic counsel, compliance and operational excellence will be invaluable as Seaside expands its LNG solutions across North America.
Jay earned his Bachelor of Science from the United States Military Academy and his Juris Doctorate from Baylor Law School. He is a certified Proctor in Admiralty with the Maritime Law Association of the United States and has been recognized as a Rising Star and Super Lawyer in Transportation and Maritime law by Super Lawyers.

Mark Britton, Director of Commercial Development

Mark Britton, Director of Commercial Development

Mark Britton is an accomplished professional with more than 10 years of experience, including three years in finance and trading and eight years in the energy and maritime sector. Currently serving as the commercial director for Seaside LNG, he is dedicated to developing innovative solutions that drive the adoption of cleaner maritime fuels within the LNG bunkering market.

Mark leads initiatives to develop, enhance, and grow LNG bunkering operations, centering on strategic partnerships with organizations, port authorities, regulatory bodies, and other relevant stakeholders. He focuses on identifying industry needs, optimizing supply chains, and ensuring compliance with environmental regulations while fostering a culture of safety and sustainability.

With three years of sailing experience and holding a USCG Unlimited License as well as a Mate of Towing endorsement, Mark brings valuable maritime expertise to his role. This background enhances his understanding of marine operations, allowing him to effectively drive strategy through marine assets.

Prior to joining Seaside LNG, Mark served as a senior relationship manager at one of the top 10 largest banks in the world, where he built and maintained key client relationships through portfolio risk management.

Passionate about promoting LNG as a sustainable alternative to traditional marine fuels, Mark is committed to supporting the global transition to cleaner energy. He actively participates in industry conferences and working groups, sharing insights and best practices to foster innovation and drive growth in the LNG bunkering sector. He earned a B.S. in finance and economics from Rutgers Business School and a M.A. in international transportation management from SUNY Maritime College.

Douglas D. Shanda, Senior Advisor to the Board of Directors

Douglas Shanda is Seaside LNG’s Senior Advisor, with 30+ years of experience across the public and private energy sectors. Doug joined the company in July of 2024, and brings two decades of LNG experience in the advancement and operational expertise in the industry’s regasification and liquefaction facilities. Doug is focused on the company’s growth and development of Seaside LNG’s business platform objectives.
Prior to Seaside LNG, Doug was recently the CEO & President of Mexico Pacific, leading the development of the Sonora LNG plant and export terminal from 2020 - 2023. In the previous 8 years, he had held various Executive level positions from VP, Terminal Operations, President of Sabine Pass Liquefaction, to COO throughout the Cheniere Energy organization beginning in 2012 through 2020.
Preceding his professional career with Cheniere Energy, in 2005, Doug joined Sempra LNG as the Director of Technical services, where he started his progressive leadership journey in driving the introduction and growth of LNG within the oil & gas industry.
Earlier on in his career path, prior to Sempra LNG, he had held various engineering roles with Iowa Electric Light & Power, Black & Veatch, and Hoechst Celanese Corporation before joining Occidental Chemical Corporation as their Corporate Engineering Project Manager in 1997.
From 2012 through 2020 Doug Shanda served on various Boards and Committees with Cheniere Energy Inc. and its subsidiaries. Doug earned a BS in Electrical Engineering from Iowa State University.

Jason Owens Vice President, Engineering and Construction

Jason Owens, Vice President of Engineering & Construction

Jason Owens brings over two decades of international and domestic experience leading large-scale oil and gas infrastructure projects across onshore and offshore environments. As Vice President of Engineering and Construction at Seaside LNG, he oversees project execution, construction planning, safety, and system completions, helping expand Seaside’s integrated LNG delivery capabilities across the U.S.
Prior to joining Seaside, Jason held senior roles at Mexico Pacific, Motiva Enterprises, Tesoro Corporation, and Chevron, where he managed multi-billion-dollar capital projects, led diverse engineering teams, and ensured regulatory and safety compliance at every stage. His work has spanned LNG terminals, marine infrastructure, and refinery upgrades.
Jason holds a Bachelor of Science in Mechanical Engineering with a Minor in Business Administration from Louisiana Tech University and completed the Executive Leadership Program at the Texas McCombs School of Business. He is a certified Project Management Professional (PMP) and a former collegiate athlete.
